Driveway culvert.

My driveway culvert is rusting out and what I would like to do is sleeve it will a slightly smaller plastic culvert. The culvert is approx. 2 feet in dia and about 26 feet long. The smaller diameter should give me enought capacity. I'm thinking of sealing the gap between the two with cement.

Has anyone done this? Any advice?
